February: Discussion & Vote on Motion on Planning Initiative
Moved: That EFCC shall, together with Philadelphia University, Drexel University, and The William Penn Charter School, engage in a land use planning for their respective campuses and any proposed extensions thereof in East Falls, with the goal of developing mutually agreeable land use plans that shall be submitted to the Philadelphia City Planning Commission for its acceptance.

March: Begin Planning Process
1. Form Advisory Comm. composed of school representatives (3-6), Matt Wysong, PCPC (1), EFCC Officers (3), Zoning Comm. members (4), and other community representatives (4).
Advisory Committee tasks: (a) review and organize criteria from the preliminary public meetings, (b) encourage attendance and participation, and, with Planning Team (c) submit final report to PCPC.
2. Form Planning Team. Criteria for selection of 24-30 Planning Team members: level of interest, geographic diversity, EFCC membership, willing and able to commit the time (8-10 hours a month for 4-6 months), relationship to institution, how impacted by institution, whether surrogate for other interests such as developers; knowledge of EF issues such as traffic, parking, off campus housing, community use of the campuses; length of time an EF resident; ability to work in a group; willingness to take campus tour; attendance at initial community meeting on school in which interested. A person could be on both Advisory Comm. and Planning Team.
3. March 14 EFCC General Meeting: (a) 3 institutional presentations about current & proposed land use and (b) residents’ discussion of benefits, concerns, and questions about schools.
4. Public meetings: one for each institution- to begin dialogue and identification of issues and priorities that will lead to setting plan criteria. At these meetings people interested in serving on Planning Team Work Groups would indicate willingness to join a work group, one for each institution.
5. Schools conduct campus land use tours: Tues., March 22-Drexel; Thurs., March 31 Penn Charter; Wed., April 6 Philadelphia University
6. Form Planning Team Work Groups: Tasks: (a) identify schools’ and residents’ values and criteria for land use planning, (b) develop site plans
April-August: Planning Team meets –The Planning Team’s 3 Work Groups will (a) continue to meet separately around each school’s issues and community and school values, develop preliminary reports including plans (b) meet together to develop a First Report for the community.
September 12: First Report presented to community –Planning Team presents report to the community and revises report based on community input.
October 10: Second Report presented to community –Planning Team presents revised report, revises report based on community input, and prepares Final Report.
November 14: Final Report is voted upon – Community votes on acceptance of the Final Report.
Final Report to the PCPC for acceptance.
